Governor Greg Abbott, who was joined on Thursday, September 17, 2020, by Lt. Governor Dan Patrick, House Speaker Bonnen, and Texas health officials for a press conference, announced new reopening plans for areas where COVID-19 hospitalization rates are at 15% or less. He also issued executive orders, GA-30 and GA-31, which provide the specific guidelines for those businesses to reopening.
COVID-19 hospitalization rates that are 15% or lower as a percentage of all people hospitalized in a region for seven consecutive days is the new threshold. In regions that meet this threshold retail, restaurants, offices, museums, libraries, gyms, and manufacturers will be permitted move from the earlier 50% capacity restrictions to 75%.
Elective surgeries are permitted to resume immediately.
Nursing homes, assisted living, and long-term care facilities have been given permission to resume visitations and provided health and safety protocols, which they must follow.
Bars are not permitted to reopen at this time.
