1. No certified backflow assembly tester shall operate within the city without first registering with this office.
  2. All testers are required to provide: a TCEQ a provide Backflow Prevention Assembly Tester Certificate, Confined Space Entry Training Certificate, Gauge Calibration Certificate (for all gauges that might be used), and a General Commercial Liability Certificate (minimum $1,000,000.00 policy) with the City of Duncanville as the certificate holder, and automobile liability insurance.
  3. Registration applications are accepted at 330 Shady Trail in Duncanville and must be filed in person. No mailed or faxed paperwork will be accepted for first time registration.
  4. If you wish to change your residential irrigational tester fees, it must be done during the month of re-registration. The list of testers is to assist residential and commercial customers in locating a tester. Fee changes will not be made to the list throughout the year. Testers may discuss fee changes with individual customers as needed.
  5. All testers are responsible for keeping up with the expiration dates on paper work. If insurance, gauge calibration and/or TCEQ BPAT certificate expires, you must submit the new certificate(s) to this office within 15 days of expired paper work. Failure to do so will result in an expired registration and the tester will have to re-register.

Installation and Testing Requirements

  1. Installation or replacement of assemblies must permitted and inspected. Permits are obtained from Permits and Inspection Services located at 203 E Wheatland Road.
  2. Backflow assemblies shall be installed in accordance with the requirements set forth in Chapter 20 Ordinance No. 1948 Sec.20-110.
  3. All registered backflow assembly testers shall:
    • Submit the original completed City of Duncanville-issued test reports to this office by the next business day after testing (NO FAXED OR MAILED REPORTS WILL BE ACCEPTED). Office location: Duncanville Service Center, 330 Shady Trail, 7:00 am to 4:00 pm.
    • Provide a copy of the completed test report to the homeowner/property owner of the premises within 15 days.
    • Maintain testing and/or repair records for a minimum of three years.
