Finance Administration

The Finance Administration Department oversees all of the fiscal activities of the city. The department is responsible for maintaining a governmental accounting and budgeting system that provides full disclosure of accurate financial information to both external users and internal management.

As the Director of Finance, Richard Summerlin oversees Finance Administration, Utility Billing, Purchasing, Human Resources and Municipal Court.     Richard Summerlin, CPA, CGFO
    Finance Director

    Richard is a graduate of the University of Texas-Arlington with a BS Accounting degree. He is a Certified Public Accountant (CPA) as well as a Certified Government Finance Officer (CGFO). His work experience includes internal auditing with the Associates Corporation of North America in Irving, Texas, and external auditing with the KPMG Fort Worth, Texas office. He was the Controller of Miller Distributing in Fort Worth, Texas, for seven years and held various accounting management positions including Assistant City Controller and Interim City Controller for the City of Dallas over a 15 year span. Richard was hired as the Assistant Finance Director for Duncanville in 2006 and promoted to Finance Director in December 2009.

    Richard is very active in his church and is passionate about ethical behavior and financial transparency. His desire is to provide financial information in a way non-financial people can readily comprehend and provide a snapshot of the financial condition of the city at periodic intervals, while guiding the budgeting process each year to accommodate changes in revenue and expenditure requirements.

Awards & Achievements

The City is committed to financial transparency and accuracy in financial reporting. The City of Duncanville has been awarded a star for Traditional Finances through the Texas Comptroller’s Transparency Star Program. Also, the Finance department has earned the Certificate of Achievement in Financial Reporting for over 20 years!
